Born San Miguel, El Salvador, 1953. Admitted to Bar: 1981. Legal Education: University of El Salvador and University José Matías Delgado (Licentiate in Juridical Sciences-JD equivalent). Other Studies: The American University, Washington D.C. (M.A. in Development Banking) from 1982-1984. Extra Curriculum Activities: Professor of Civil and Commercial Law, University Jose Matias Delgado since 1984. Former Dean of the Faculty of Law, University José Matías Delgado (1986/1992). Vice-rector, University Dr. José Matías Delgado, since 1992. Member of the Center for Legal Studies (CEJ). Founder and member of the “Salvadoran Association of Intellectual Property” (ASPI) 1998.

Vicepresident of El Salvador 1999-2004, in charge of promoting foreign investment.

Vicepresident of the Cannadian Chamber of Commerce of El Salvador. Member of the Board of Directors of Fundación Salvadoreña para el Desarrollo Económico y Social- FUSADES (since 2005) a think tank for the private sector. Languages: Spanish and English. Practice Areas: Law in general with emphasis on Banking, Civil, Stock Exchange Law, Commercial, Intellectual Property, Foreign Investment.
